Mohan Raghunath Khanvilkar was born in June 1951 in the village Nerle of Sindhudurg District. He completed his primary and secondary education in the village and after S.S.C. exam. came to Mumbai city in search of employment and higher education. He joined the Government of India service in the year 1971. Thereafter he joined Morning College and started further education.
