Mr. Ishwar Singh Mehla, a graduate with Hons in Electronics & Communication Engineering from REC, now NIT, Kurukshetra, an IB(E)S officer of 1977 batch & a Charted Engineer (IETE), the author, has served various government departments for 37 years.
