Dr K Ellangovan, MS (Ortho), MA (Population Studies), Ph D (IIT, Madras)
Dr K Ellangovan is a career bureaucrat, serving in the Indian Administrative Service. Prior to joining the IAS, he obtained Master of Surgery in Orthopedics and had been a practicing orthopedic surgeon. He also holds a MA degree in Population Studies.His exposure to health care services extends from his graduation days, to being the Mission Director of National Health Mission, Kerala to Secretary to Government in the Department of Health & Family Welfare, Kerala. He has also obtained his Ph D from IIT Madras for his research on “Performance Dimensions in Public Hospitals”, which earned him his ‘Best Thesis Award’ in the area of Organizational Behavior /Human Resource Management. Health Secretary, Kerala he piloted developing standard care pathways to treat non-communicable diseases in the primary care setting and was instrumental in several public hospitals accredited under the NABH program. Several of his initiatives led to further reduction in IMR in Kerala, making it comparable to any other Scandinavian countries. He introduced mandatory prescription of generic drugs and enlarged the list of essential medicines to be dispensed free of cost in public hospitals in Kerala, as a mean to reduce high out of pocket expenditure.
