He is also a certified management consultant (CMC) and a certified information systems auditor (CISA), and has been certified in risk and information systems control (CRISC). He has undergone training in business process reengineering (BPR), forensic accounting and fraud detection, and ethical hacking.

He has held several senior positions, which include Advisor to Public Sector Restructuring & Internal udit Board (RIAB), Industries Department – Government of Kerala. He has been part of several Committees at Government level. He had served as a resource person for Administrative Reforms Commission, Government of India. He has been co-opted in the Committee on Accounting Standards for Local Bodies of ICAI.

R. S. Murali has been providing advisory and consulting services to various government, nongovernment, and private organizations in India and abroad. His company MaGC provides consulting services to projects funded by the World Bank, Asian Development Bank, UNDP, USAID, Swiss Agency for Development and Cooperation, etc. under his leadership.

He is a consultant, researcher and trainer in areas of governance relating to government, public, private and non-government sectors. His assignments cover finance and accounting, management information and control systems, management accounting, information security, audit and controls, business valuation, intellectual property, human resource development, etc. in both manufacturing and service sectors. He is an enthusiastic speaker/trainer and conducts training programmes and seminars relating to various topics of relevance to clients/public. He has published extensively in professional journals.

This book is being released at a time when the national debate is dominated by the elections to the 16th Lok Sabha.The UPA which has been ruling the country for nearly a decade after the 2004 elections has left a very poor track record of governance marked by a series of high profile scams and brazen corruption. The three recent agitations led by three charismatic leaders – Anna Hazare, Baba Ramdev and Arvind Kejriwal –have made accountability and good governance especially with the focus on eradicating corruption from public life the key issue. In this context, well conceived ideas for good governance become vital to add depth to the contents of the debates. More importantly they may have an impact in the framing of the public policies of the incoming government.
