Manoharan began writing his memoirs in 2023, reflecting on his career in the Indian Administrative Service (IAS) starting from his post-graduation in 1973 and joining the IAS two years later. He faced challenges adapting to different cultures and languages in the enchanting regions of Assam and Meghalaya but overcame them through dedication and perseverance.
He served in various capacities, including Assistant Commissioner in Silchar and Sub-Divisional Officer in Golaghat, where he dealt with unique challenges like handling law and order situations and interacting with the local communities.
Manoharan’s tenure as Deputy Commissioner in North Cachar Hills and Karbi Anglong districts involved significant administrative responsibilities, including handling judicial functions and overseeing developmental projects. He also dealt with complex social issues and worked towards improving the local infrastructure. Additionally he served in various capacities in the State Government of Assam which included assignments like Deputy Secretary, Co-operation and Transport Departments, Joint Secretary, Home and Political Departments and Commissioner and Secretary, Health and Family Welfare Department.
Manoharan served as the Chief Electoral Officer of Assam, overseeing the intensive revision of electoral rolls under challenging circumstances in a state with a wide and long unresolved issue of illegal immigration. He worked closely with the Election Commission of India to ensure transparency and accuracy in the electoral process.
During his deputation to the Government of India in the Ministry of Steel, Manoharan served as Government Nominee Director and took part in the decision making processes of several public sector undertakings, including RINL and MECON Ltd. He played a crucial role in the financial restructuring of these companies and facilitated significant projects like the construction of a second rocket launching pad for ISRO.
His career included international assignments and participation in trade delegations. He represented the nation in OECD meetings in Paris and led negotiations for export promotions in the steel sector, playing his small role in upholding the country’s interests in the global market.
