The author was born in 1976, in a middle-class family at Kanpur Dehat. After completing postgraduation in Political Science from the Christ Church P.G. College, Kanpur, the author did LL.B. from V.S.S.D. College, Kanpur, in 2005. The author was closely associated with the Centre for Study of Developing Society (C.S.D.S.), Rajpur Road, New Delhi, from 2000 to 2008 as a researcher. At the same time, he was associated with the Centre for the Study of Society and Politics (C.S.S.P.), Kanpur, as a research assistant, and helped publish a famous journal of Political Science known as “Sodharthi”. The author has got the opportunity to teach in the Department of Political Science of the Christ Church P.G. College, Kanpur, affiliated with Chhatrapati Sahu Ji Maharaj University, Kanpur, and various coaching institutes for Civil Services in Kanpur and Lucknow.
The author is also performing the duty of Addl. Editor of the famous and very old JTRI Journal. The author has joined as a judicial officer in U.P. Judiciary in December 2009 and has served in the entire state of UP in various capacities such as Civil Judge (J.D.), Judicial Magistrate, Addl. Chief Judicial Magistrate, Civil Judge (Sr. Division) and Chief Judicial Magistrate in District Gonda, Pratapgarh, Chandauli, Jalaun in Orai, Bareilly, Chandausi in Sambhal. The author is currently posted as a deputy director of Judicial Training and Research Institute, UP, Lucknow, since 26th of December 2019 and imparting the training to the judicial officers of UP. The author has delivered more than 200 lectures till now at JTRI, DTRTI, Hon’ble High Court of Allahabad and Lucknow Bench.
The author has published several articles in prominent national journals and is also active as a blogger on the website: www.judgeshelplinesinghkatiyar.in, in which several articles have been published by the author. It is important to mention that more than 32,000 readers have read these articles across the world including India.

It is well known that provisions of the Suits valuation and Court Fees Act apply to the whole of India. It is noteworthy to mention that a particular State for the sake of convenience has made several amendments. Hence it is not feasible to cover the amendments of all States of the Country. This book is dedicated only to the State of Uttar Pradesh as well as Uttarakhand with all recent amendments. It is also pertinent to mention here that this book would deal with the provisions of Suits valuation and Court fees in respect of subordinate Courts as well as Hon’ble High Court of the State of Uttar Pradesh and Uttarakhand.
