Sharat Kumar, an academic luminary, holds an M.A. from JNU, New Delhi, and a Ph.D. from A.N. Sinha Institute, Patna. Amidst his M.A., he embraced the JP movement and faced arrest during the 1975-77 Emergency. Transitioning from lecturer at Patna University to Indian Economic Service officer, he excelled. His IES tenure encompassed vital roles in the Planning Commission, Ministry of Finance, and beyond. As Reader-in-Economics at LBS National Academy of Administration, Mussourie, his expertise resonated.
Instrumental in Afghanistan's development project, Sharat represented India at the United Nations Commission for Social Development. He shaped policy decisions and contributed to three Five Year Plans.
