Despite the importance of economic growth, "rising India" and inclusive development are not mutually exclusive. Adaptation to inevitable environmental shifts is necessary; political adaptation - including unity amongst the estranged south Asian neighbor is imperative to manage the political and security-oriented consequences of climate change. The Intergovernmental Panel on Climate Change has confirmed that climate change is real, has quantified its magnitude and future evolution, and has assessed its impact. The 2006 Stern report concluded that the economic costs of climate change are significant. There are many ways to mitigate climate change, and results of action undertaken through the Kyoto Protocol are now visible.
