It covers various phases of his career, from his initial years of training to his tenure in different roles, including his time as Deputy Commissioner, Chief Electoral Officer, and his experiences during his deputation in the Union Ministries of Commerce, Steel and Water resources at varying periods in his thirty-five-year long career as a civil servant. Manoharan began writing his memoirs in 2023, reflecting on his career in the Indian Administrative Service (IAS) starting from his post-graduation in 1973 and joining the IAS two years later. He faced challenges adapting to different cultures and languages in the enchanting regions of Assam and Meghalaya but overcame them through dedication and perseverance. Manoharan's memoir highlights his commitment to public service, his ability to navigate complex administrative challenges, and his contributions to various sectors.
S. Manoharan
Mr. S. Manoharan belonged to the 1975 IAS batch. After completion of his postgraduate studies in Master of Science from Annamalai University in the year 1973, he appeared in the IAS and allied services combined competitive examinations conducted by the Union Public Service Commission in the year 1974. He succeeded in his very first attempt at the UPSC examinations and joined the IAS on 13th July 1975. During the first phase of the training period, he was allotted to Assam-Meghalaya Cadre. He held several assignments in State of Assam and performed his duties and responsibilities on central government deputation assignments as well during different spells at the then City of Madras and New Delhi. After about completion of approximately 35 years in service, he attained superannuation on the 31st of May 2010 as Special Secretary to the Government of India in the Ministry of Water Resources, New Delhi.
