Rule of Majority is Peoples’ Democracy where every matter is decided by majority vote of the people. This model constitution consists of Preamble and 24 Articles in 18 Parts; founded on two basic principles of natural justice: Every citizen shall have right to basic needs of survival; every person domiciled in the Nation shall have right to enjoy deserving status.

Part 1 (Preamble) declares 3 aims of the constitution: National integrity; international cooperation; prosperity and natural progression of life. Any act injurious to life in current and/or future time planes is forbidden. Every citizen is open to equal opportunities. Basic needs are conditionally provided as fundamental rights to the deprived citizens. Part 5 stipulates fundamental duties to the essential minimum and the sentence for neglect. Directive principles (Part 6) and Preamble stipulate the limits for legislation. Part 7 describes formation and duration of Parliaments. Every contestant must be qualified by majority nominations by citizens. Government revenue/expenses shall be accounted for to the source/consumer territories (Part 11). Part 12 describes the Judiciary and procedures. People’s Court is the highest in the hierarchy of judiciary. Property disputes are decided by the Municipalities on government records. Types and utility of public revenue are described in Part 14. People working for the governments are accountable for their acts. And, Part 18 stipulates limits for media and publications.

Surya Prabha Emani obtained Bachelor degree in Commerce and Cost Accounts from Andhra University, Visakhapatnam, India; and Postgraduate diplomas in Business Management and Computer applications. She is sister of the second author.

Sita Ramam Emani retired as professor of Pathology in 2016. He obtained MB BS (Bachelor of Medicine and Surgery), DCP (Diploma in Clinical Pathology), MD (Doctor of Medicine in Pathology), and LLB (Bachelor of Civil & Criminal Laws) from Andhra University, Visakhapatnam, India; and MBL (Master of Business Laws) from NLSIU (National Law School of India University), Bangalore, India. He published research articles in medical journals, and few pieces of literature in Telugu and English in periodicals and online.
