Gunjan Sharma Kafaltia is an Indian Revenue Service (Income Tax) Officer of 2016 batch, currently working as Assistant Commissioner of Income Tax at Dehradun. She qualified Civil Services Examination in 2016, conducted by UPSC, and achieved an All India Rank - 216, at it. A Post Graduate in Floriculture and a Graduate in Agriculture from GBPUAT Pantnagar, she also holds vast experience in the finance industry where she served as an Assistant Administrative Officer in LIC of India. Earlier, she cleared several government job examinations including that of Bank PO. She belongs to Nainital district of Uttarakhand and has a deep interest in fields of academia and research. She is deeply involved in study and research on issues related to finance and the economy. Her area of interests includes, research associated with environmental and ecological aspects of Uttarakhand. A women rights activist in her own right, she is deeply involved in social work too.

The book also discusses each of the Zila panchayat of Uttarakhand in detail, including the bye-laws they framed, their sources of revenue, external sources of finance, devolution grants from the centre and the state governments, their assets and properties and their annual income and the revenue expenditure of each Zila Panchayat and the trends in all these indicators.
