Pioneered the environment protection movement in India (1972-‘75; 1976 –‘78) as a member of the Secretariat of the National Committee on Environmental Planning and Coordination.      Visiting Fellow, Queen Elizabeth House, Oxford University (1975- ’76).   ILO Fellow, Harvard Institute of International Development, Harvard University (Summer 1989).


Joint Secretary to the Government of India, Department of Coal (1985 - ’90) - Specialised in Energy Economics, Policy, and Planning.


Additional Secretary, Ministry of Industrial Development (1990 –‘93) – Authored the Country Report on the Manufacture and Consumption of Ozone Depleting Substances in India for submission to the United Nations Environment Programme under the Montreal Protocol.


Secretary, Department of Fertilizers GOI (1993-’94) 


As Secretary to GOI in the Ministry of Environment, Forest and Climate Change (1994-‘96) introduced Lead-free gasoline in India and CNG in public and private transportation to improve air quality; framed Coastal Regulation Zone Guidelines to guard against the impact of sea-level rise due to global warming; and Chaired UNEP Open-ended Intergovernmental Working Groups on the Montreal Protocol and on Forests. Guided India’s stand on Climate Change and Biodiversity issues in international fora.


Introduced Environmental Law at the National Law School University (Bengaluru) and Environmental Economics at the Madras School of Economics (Chennai). Contributor of articles and book reviews to ‘The Hindu’ and articles to ‘The Hindu Business Line’. Chairman of the Jury on Awards to Industry instituted by the CII-ITC Centre for Sustainable Development, New Delhi.
