K. Rahman Khan was born in 1939 at Krishnarajpet, in Mandya district, Karnataka. Qualified as a chartered accountant, he was elected as Member of the Karnataka Legislative Council in 1978 and rose to become its Chairman (1982-84). He served as Chairman of the Karnataka State Minorities Commission (1993-94). He was elected to the Rajya Sabha in April 1994, and then re-elected in May 2000, for a second term. He served as Deputy Leader of the Indian National Congress in the Upper House of the Indian Parliament from May 2000 to July 2004. He was inducted in the Union Cabinet as Minister of State for Chemicals and Fertilizers and thereafter served the Nation as Deputy Chairman of the Rajya Sabha (2004-2006). He was re-elected to the Rajya Sabha for a third term in 2006, and also re-elected as Deputy Chairman of the Rajya Sabha. He was re-elected to the Rajya Sabha, for a fourth term, in April 2012. He was sworn in as Minister of Minority Affairs on October 28, 2012 and remained in that office till May 25, 2014.
