He implores the leaders of all political parties, media and citizens to root for bringing reforms not only in civil services but also in all the three wings of government, i.e. executive, legislature and the judiciary so that people get an administration that is fair, honest, transparent, accountable, efficient and not dilatory. A must-read for those concerned with efficient governance and the academics and students of public administration.

V K Bahuguna

V K Bahuguna is a former member of the Indian Forest Service; presently the chairman of Centre for Resource Management and Environment and a freelance columnist. He had wide-ranging professional experience in the Central Government as well as the State Government of Tripura. He served in the Ministry of Environment, Forests and Climate Change, Government of India, as the director-general of the Indian Council of Forestry Research and Education (ICFRE); the chancellor of Forest Research Institute, (Deemed) University, from May 2011 to June 2013 (a member of its Apex Policy making body, ICFRE Society, from 2018 to 2020); and as the inspector-general of forests and DIGF from June 1997 to June 2004. He was also in the Ministry of Agriculture and Planning Commission from February 2008 to April 2011. He was the chief wildlife warden and managing director of Tripura Forest Corporation and chairman of Tripura Rubber Mission (2004 to 2008 January). He superannuated from the Government of Tripura as the principal secretary in April 2015, looking after several departments. He is currently a member of the Executive Council and University Court of the Kashmir Central University as the nominee of the President of India. He was the vice-chairman of the Asia-Pacific Forestry Organization.

As a prolific writer, he authored three books and edited four others. Besides winning the ‘Great Son of India Award’ by All India Intellectual Federation and several other national awards, he was awarded the prestigious ‘Queen’s Award for Forestry 2000’ by the Commonwealth Forestry Association, United Kingdom, for promoting policies on people’s participation in forest management in the Commonwealth. The present book is a frank and incisive commentary on our civil administration.
